Cannot make coincident constraint

The circle isn't fully constrained.
I want to add a coincident constraint in the center of the
circle, with the end of the line, but when i select the
point there isn't such a constraint available.

You must select both points (the center of the circle and the end of line, using CTRL) then the constrain will be available.

The center of the circle was constrained by the dimension(138.75mm).
