Dimension to Tangent Circle in Sketcher

I like to know how to dimension to a tangent of a circle in Sketcher in 2008 to either a straight line or another tangent circle. Smart dimension default is to the circle center. I have tried 1) Right Click-Select Other , and this shows the arc, but it still dimensions to the the circle center. and 2) Horizontal Dimension but I get an error message saying the dimension cannot be created.

If the dimension is already added and you are using 2009, then simply drag the extention line to the quad. Or, edit the properties of the dim so that it is max quad or min quad.
