Its an end object that you can add a design structure to.
For Example the WT part is the top level of a whell barrow design and underneath that you can attache all the required documents that are needed to make that wheel barrow such as CAD parts, word documents 2D files etc.
This WT part can then have a lifecycle of its own and you can get reports and all sorts of other stuff from it.
We haven't bothered with them so far here
