What is concurrent engineering?

I have questions on the concurrent engineering environment which Pro/Engineer & Intralink provides.

1. What is concurrent engineering in the context of Pro/E & Intralink and what does it do / provide?(during my schooldays, concurrent engineering means a process where multi disciplines work simulataneously together to achieve something)

2. I was told by someone that two or more users could check out and modify the same part without locking the file (in the vault).
Once the users have made their changes and checked the files back in, Intralink will combine changes made by all the users into the same file. (In a nutshell, Pro/E and Intralink will stack all changesinstead of the overwriting the last saved file)
Can someone verify this?
