If you pick an already existing plane, face or datum when you start the sketch, it won't create a new datum coord sys.
By that I mean - right click onan existing face, plane or datum, then use the pop up menu to create the sketch. Or, if you use the 'insert sketch' command, you can select a face, plane or datum to use. If the sketch is the first object in your file, it will always create the datum coord system. That's the way sketches work.
