Help with Pattern Face

I am working with a filter cover which kind of looks like a transmission pan. Around the sealing surface I need to have small raised round "nubs" to grip the filter media. I am wondering if there is a way to offset the outer edge and equally distribute these "nubs" around the whole lip edge. The bolt holes are not uniform so the typical rectagular array wont work. Any help would be appreciated.

select the front face or dimns. flip the arrow if neccesryand increase the nos if reqd. if you can make the pattern thru curve.
