What is a scrap section? I suppose you mean 'cross section' right? I had to double take to see your country of origin. typo?

Look for Cross sections stored in the View Manager of a part or assembly... then show that in a drawing (unlike the little sister solidworks which stores anything in a drawing) 'View', 'View Manager' ... then a dialog pulls up. You might be able to figure it out here. The dialog box has Simplified Rep, Xsec (which is what you want) and Orient and All. Then when you go to create the cross section in the drawing you do that under the properties window. But you probably know that part of the drill.

Its very similar to a local section however traditionally its surrounded by a circle or spline outline like how 'detailed' views are done
 
Is this like something you want.

What i do is; I create a simple sectioned projection view like we do as normal practice. Then convert it to partial view. It is like creating a detailed view but the difference is that detailed view is a copy of the selected view with out side trimmed, while partial view trims the out side of the boundry of the same view. Change view type to general so that you can drag it to where you want.
Others may have some more efficient methods too.
