Is it a straight bar? If it is then you can extrude a circle a specified distance to create the bar. If the bar follows a changing path then draw the path with a sketch and sweep a circle along the sketched path.
Make sure you made 2 seperated sketches: 1 sketch with the profile(intersection of the bar)and 1 sketch with the path. In order to make the sweep feature work, the path-sketch needs to touch or intersect the profile sketch plane.
With the sweep feature (at the feature toolbar) SolidWorks will extrude the profile along the path. Select the profile (orange) and path (pink). You will see a preview of the result. (if not, check options > Show Preview)
This is the most standard way to implement a sweep. It is also possible to use guide curves and twists to change the direction and shape of the bar. Try several options within the sweep feature.
