I use to have a "purge" application, which was working great to clean up space in directories and deleted all dupplicate objects. I believe it was called Spurge.
I've seen this error before. What is happening is that you probably have some other third party application running within Pro/E, it has to do with the protk.dat file. One thing you can try is to rename the protk.dat file for Spekan to protk.dev. This resolves the conflict and it should still run. I had a similar issue when installing e-drawings for Pro/E. E-drawings used a protk.dat file and so did our CFD package.
You can still use the utility. You have to use it in stand alone mode rather than within Pro/E. During the install, it should have created a program group. I just copied the short cut from there and pasted it right on my desktop.
Set working directory to the directory you want to purge.
Select "window" pull down menu.
Select "open system window"
In system window type "purge"
Close system window.
