nominal dimension as default

In WF2.0 I want nominal dimension display as default, and tolerance as optional. Right now when I insert new dimension which always shows tolerance mode because tol_display sets to yes, so I have to change them to nominal dim manually. If tol_display sets to No, I can't show tolerance which I need. Does anyone have any idea?
