license problem with pro e 3.0 on vista

when i install the ptc license server i get a popup at the end that says the license management was installed but could not be started, so then when i try to install pro e it wont start up because of that. another guys thinks its because flexnet wont start automatically on vista, if thats it, anyone know how to start flexnet manually? or any other ideas why it wont work?
 
Use ptcstartserver.bat in your flexnet\bin folder.

FLEXnet License Manager :
Currently the FLEXnet License Manager will not be supported on Windows Vista. PTC is working closely with Macrovision to migrate to a supported version of FLEXnet License Manager in a future release of Pro/ENGINEER
