Dimension properties window

Trying to change the number of decimal places... Can't bring up the dimension properties window with RMB after selecting dimensions. Tried to bring up the window by selecting dimensions, selecting edit, and selecting properties. No luck. Able to change the number of decimal places by selecting dimensions, format (menu bar), decimal places... Why no window? Other WF3 don't have the problem; only one computer does.
