I don't think you can change that, as far as I know is got to do with the language in which PRO_E was installed. So if you have a English version they willall be in English.
Here's a tidbit from ProHelp. It doesn't let you customize the text, but at least you won't have to delete it everytime...
You can edit view-related notes, such as section, detail, and scale notes; however, be sure not to delete or otherwise alter symbols that represent the name or scale of the view. If you edit these symbols, the system ignores the change, and displays the original note:
