Creating a Sketch Around A Body

I've made the body of an adjustable spanner and would like to model the grip around the handle part. The grip is in 2 layers - a yellow rubbery material and a black hard rubber traction material. Each are about 0.1mm thick.

How would I create a line that's wraps around the body of the spanner and can be offset to make this extra 'layer'? I've made a plane but the lines that I sketch don't 'snap-to' the already modelled body.

Thanks for your help in advance. I am using Pro/E Wildfire 5.
