First observe the surface to notice that it goes to or beyond the solid. Think of a knife that is cutting cheese. If the knife does not go all the way through the cheese you must break the cheese in order to have a piece. In this case Creo cut using a surface will fail. The operation is 'Solidify' to add & cut using surfaces. Notice there are three options underneath the solidify function. Pre select your surface to make the cut with then hit solidify.
