Coincident DOES NOT EQUAL Concentric

We finally upgraded from WF3 to Creo/Parametric 2 in about March (8 months ago), and I don't understand why concentric (or insert) is now coincident. In what way is that coincident? That just seems completely wrong! It also means that I can't place an axis concentric to a cylindrical surface, at least not that I've found. This has caused me great frustration in a few instances where I was using imported geometry with no axes, and I could not edit that part, and I wanted to mate concentric between the two.

Whoever named the mate coincident needs a lesson in terminology, and they need a mate that allows this!
