ProE change lock dimension to reference

When I add tangent relationship to one arc and line, proE change lock dimension to reference.

I think that this is very big functionality problem. How ProE should touch to lock dimension? How aircraft and another part should be design in software which did nothonorlock dimension?

Try a simplified sketch of the issue area to make it
easier to see any Conflicts in just the involved geometry.
Maybe you can temporarily use a Lock location or Fix
equivalent for the geometry.

Good to know, In what version was the SPR fixed?
WF5 is a lot easier because reference dims can be made strong and another one can be made into reference.

Sory for my mistification, it wasn't solved. It is
SPR1543420.

I don't know what You mean Lock location.
