modeling with vb suport in proe

my friend told me that a model can be created in proe by vb with out openning Pro_E. i cant understand, how it posible. like we controls the parametric model of proe in excel. is it posible that i write a programe in vb or c++ for complete model with out opening proe. how can we define planes axis or etc.
any body helps me
