If I understand yours questions, the answers can be:
For question 2: Make two parts. EXTRUDE BOSS 2 cylinders with different diameters (let's name C1 and C2). Only for C1 constrain the cyrcle diameter at a certain value (100 or what you want). From this parts make en assembly. Now, right click the cylinder C2 and choose EDIT PART. In the tree manager right click the sketch for EXTRUDE BOSS and choose EDIT SKETCH. Select in the same time (with CTRL) the sketch cyrcle (from C2) and the base cyrcle (from C1). Now, instead of the tree manager, you can see some options to make a relation between the 2 cyrcles: EQUAL, CONCENTRIC, ... . Select EQUAL. The sketch cyrcle is modified and it's diameter is now 100. Exit sketch, exit from EDIT PART and now you have two cylinders with the same diameters. If you change the diameter for C1, the diameter for C2 is automaticaly changed. If not, press the REBUILD button or press CTRL + Q.
In the same way you can define relations between many other items.
And now the answer for question 2. From the ansembly, delete C1 and rebuild. Now, in the tree manager, you must see an ? sign after the C1 part and after the EXTRUDE BOSS feature and after the sketh. That means that you have one (or more relations between the remaining part and a geometry witch no longer exist.
