When dragging a value along a curve in a variable round, Pro/E automatically pics an increment to snap to. For example on one part the increment is .05mm. Is there any way to enable smooth dragging, or to somehow change the interval it chooses?

Check for the grid interval options in the config.pro. There are several of these based on the system of units used and a couple of others. Do a search for interval in the options dialog box.
