When I create and save mapkeys in a session, then move their icon up to the toolbar, they are no longer present when I close the session thenn start-up again
Indeed. Pro/E looks for the icons in config.win located in Pro/E's startup directory. If you do not save config.win to that startup directory when you add icons to the toolbar, the icons will be stored in another config.win in another directory and Pro/E is not able to find these.
You can set the startup directory in the Pro/E desktop shortcut icon.
In fact, I have a Pro/E startup icon for every project of mine, each to its own startup directory.
