Firewall problem?

I am having a problem logging in our Intralink clients. We are running
Intralink 3.3 M021 multi-site on Win2K Server with a dozen WinXP SP2
clients. The server is a 1yr old Dell PowerEdge 2600 with 2GB of RAM and a
single 2.4Ghz Xeon processor and more-than-adequate disk space. All the
clients are Dell Precision 650 workstations with 3.0Ghz Xeon processors
(hyperthreaded) and 3GB of RAM.

The problem started when our company installed a T1 line and firewall. It
seems as if the first user who attempts to logon in the morning experiences
a very long delay (10 minutes or more) after entering a user name/password
before the system responds successfully. After the first user gets in, the
system appears to function normally (more or less).

We've also been noticed what appears to be degraded performance doing
checkin/checkout though I cannot quantify it.

I cannot say for certain that it is the firewall or its software (Websense)
that is responsible for this. All the clients and the server are on the
same side of the firewall, though, so it is not as if the data has to pass
through the firewall. If it did, I could understand how performance may be
affected, but since all the network connections between the clients and the
server plug into the same Cisco switch, it would appear at first glance that
the firewall should not impede the data.

We use fixed IP addresses on all the machines and they all reside in the
same domain. The drive that holds the Intralink data on the server is
hard-mounted on each client in the same location (drive G:).

So, is or is not the firewall responsible for the problem? And if so, how
can it be corrected?
