I'd either purchase a digitizer, i.e. microscribe or romer, or have it digitized into a point cloud that can be then surfaced, imported and then modified.
If you need to model it exact to make a duplicate, I'd go with ttraser's suggestion. If you just need it asa representation in an assembly, I just do an extrusion with some simple cuts and radiuses. I think you could get close enough with that for a visual representation.
cut it out from the side top and front views and you will be close enough to finish it up with surface work and some lofts and revolved features using guide curves.
