Do you have the 3d sketch?

If you do
Insert- reference geometry- plane- and make it normal to curve, then select your 3d sketch.. this is the sketch plane to draw your profile of your handrail.

If you need help with the beginning 3d spiral try drawing your base circle on the plane that you want it to start on and then Insert- Curve - Helix/ SPiral from there you can fine tune the beginning spiral and finish with a spline through 3d space.

Good luck
