Yea,
Equations in SolidWorks is very poor (compare to Pro/E) but your requirement is realizable:

"Dy@sketchx" = (IIf("Dx@sketchx">"A", 1, 2))

No directly In SolidWorks. But SolidWorks can collaboration with Microsoft Excel. I never using this because I have no Microsoft Excel.
 
What about setting an If equation tosuppress Sketch "X" if a dimension is bigger than "y"? Is that possible?
